MORNING...
* WHAT...Flash flooding caused by excessive rainfall is possible.
* WHERE...Portions of piedmont North Carolina, including the
following areas, Cabarrus, Davie, Iredell, Mecklenburg, Rowan and
Union NC and upstate South Carolina, including the following
areas, Chester and York.
* WHEN...From late Wednesday night through Friday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Extensive street flooding and flooding of creeks and rivers are
possible.
* ADDITIONAL DETAILS...
- Slow moving Tropical Cyclone Debby will result in a prolonged
period of rainfall, which will be heavy at times, late
Wednesday night through Friday morning. Rainfall amounts
ranging from 5 to 8 inches are possible along the Interstate
77 corridor by Friday morning, with locally higher amounts
possible. These rainfall totals would result in numerous
instances of flash flooding with significant flooding
possible.

A Flood Watch for flash flooding means there is a potential for
rapid onset flooding based on current forecasts. Flash flooding is a
very dangerous situation and may impact areas that do not typically
flood. Please monitor the latest forecasts and be prepared to take
action quickly should Flash Flood Warnings be issued.
